Policies

Code of Practice

Members of the Calgary Construction Association agree that, for construction work which is to be carried out on a competitive basis using complete working plans and specifications, and in order to maintain the integrity of all competitive tenders, the following provisions shall govern:

  1. A contractor shall use tenders only from qualified subcontractors.
  2. A bidder shall neither seek nor accept information concerning a competitor’s bid prior to the opening of tenders.
  3. A bidder shall never make known the tender of any sub-bidder to any sub-bidder before the closing of tenders; and shall never use the tender of a sub-bidder in order to secure a lower proposal from another sub-bidder.
  4. Subcontractors shall be advised immediately after the award of a general contract as to whether their tender was or was not used in the making up of a successful contractor’s tender; subtrade contracts should be awarded with the utmost possible dispatch.
  5. All things being equal, a contractor should award each subcontract to the qualified subcontractor tendering the lowest price.
  6. A contractor shall pay all subcontractors and suppliers, promptly and in accordance with the terms of the contract for their contracted work.
  7. All services performed by one contractor for another where payment is required should be recorded and signed for at agreed intervals; agreement with regard to the payment for such job services should be reached and recorded in writing before such work commences.
  8. The Calgary Construction Association endorses the use of all standard forms and documents developed by the Alberta Construction Association and Canadian Construction Association.
  9. The Calgary Construction Association shall make every effort to apprise all concerned of these codes, in order to ensure fairness for all. The Association shall tactfully discuss breaches of these codes with those elements of the industry who may unknowingly overlook these recommended standards of practice.

  2. CCA members will scrupulously avoid any action which might prove to be incompatible with the public interest and the best interests of the Construction Industry as a whole.
  3. In addition to CCA members conducting their business as per legislation, CCA members shall accept responsibility for fair and intelligent self government, which will assist in relieving the burdens of regulatory legislation. CCA members shall abide by the principle whereas, without reservation, they will recognize that contracts whether written or oral, should be performed with the same good faith and intent with which the parties entered into the agreement. Any disagreement concerning the intent should be settled by negotiation\arbitration if possible, in preference to legal action.
  4. CCA members should promote fairness in dealing with employees, and be interested in their employees’ well being by establishing sound policies for the education, safety and health of all workers.
  5. The Calgary Construction Association limits membership to only those contractors, subcontractors, manufacturers/suppliers and the allied professional services that have the qualifications of skill, integrity and responsibility.
