Important Update on Building Code Regulations – May 1, 2024 Implementation

Province’s Notice

The City’s Advisory

We would like to inform you about the upcoming changes in building code regulations that will come into effect. On May 1, 2024 The National Building Code – 2023 Alberta Edition, National Fire Code – 2023 Alberta Edition and the National Energy Code of Canada for Buildings 2020 will be in force.

To guide you through the transition, please review the attached documents: the Province’s Notice and the City’s advisory. The Province’s Notice outlines the general rules for the code transition, while the City’s advisory provides specific information for large sites with multiple buildings, particularly focusing on townhouse sites.

Alberta Municipal Affairs (AMA) has allowed a transition period from the introduction of the new building code regulation on Jan. 24, 2024, until the full implementation on May 1, 2024. Starting May 1, 2024, all projects for which a building permit is applied must comply with the NBC 2023 (AE) and NECB 2020.

According to the Provincial Notice, a construction project can continue under The National Building Code – 2019 Alberta Edition and National Energy Code of Canada for Buildings (NECB) 2017 if the project plans are substantially completed before May 1, 2024. This exception may also be permitted if authorities believe the project preparations and plans started before the new regulation’s effective date.

For further clarification and assistance, please consult the Provincial Notice and feel free to contact the Planning and Development Services call centre at 403-268-5311.
